Here's a shameless copy/paste of a howto on Ventrilo Normalization that we used in Futilez:

HOW TO USE VENTRILO NORMALIZATION

It makes everybody voice the exact same volume.
Here's how:
- Go to Setup
- Enable Direct Sound
- Select the SFX Button
- Select Compressor and click Add.
- Under Compressor Properties use the following settings
- Gain = Adjust for how loud you want people to be. (I use 15)
- Attack = 0.01
- Release = Around 500
- Threshold = Around -30
- Ratio = 100
- Pre delay = 4.0

The idea behind this is that it increases the volume of those who have low mics, speaks low, mumbles while also limiting the volume on those loudtalkers.
It doesn't really make everyone sound exactly the same volume, but it makes a HUGE difference and will make it easier for you hearing everyone.
Note, this is a normalization of INCOMING sound, so if you set this up YOU will hear the changes but others won't notice anything different. This also means it's even great for those who doesn't have a mic/don't usually speak on vent. For it to work to it's fullest everyone needs to do this.
